Our Story
From Policy Design to Implementation
For over two decades, Celeris has contributed to initiatives that
have helped shape the standards, frameworks, and infrastructures
that enable trusted digital interactions across Europe.
We work
with European institutions, governments, and industry stakeholders to
turn policy into practical solutions that deliver measurable impact.
UK eInvoicing Advocacy Lab
We co-founded the UK eInvoicing Advocacy Lab.
European eInvoicing Policy
We lead the eInvoicing advisory services at the European Commission DG GROW, supporting policy and technical alignment across all 27 EU Member States. Celeris contributes to strategic policy developments and standardisation activities that advance harmonised eInvoicing frameworks across Europe.
eProcurement Analytics pilot
In 2020, we submitted the first Italian proposal to the ISA Committee (Interoperability Solutions for European Public Administrations), the eProcurement Analytics initiative. Its approval and successful completion led to the establishment of the EU Public Procurement Data Space.
eInvoicing for Islands
We piloted the interoperable exchange of eInvoices compliant with the EU standard between Malta, the Italian region of Sicily and Ireland. We assisted in delivering a machine-learning system to detect fraudulent invoices and developed innovative services using blockchain.
WHOW Project Coordinator and Partner
Celeris coordinated the EU-funded WHOW (Water Health Open knoWledge) project which developed Europe's first knowledge graph on water consumption and pollution linking to health data for advanced analysis. This innovative platform, co-created with stakeholders, provides crucial insights for achieving the UN Sustainable Development Goal 6 on Clean Water and Sanitation.
European eProcurement for the Sicilian Region
We implemented the eForms - the EU legislative standard for publishing public procurement notices - in the eProcurement platform of the Region of Sicily.
Cross-border uptake of eInvoicing and innovation
We developed and integrated an EU-compliant eInvoicing module into a regional eProcurement platform, enhancing its capabilities with a PEPPOL Access Point and Service Metadata Publisher (SMP). This solution also includes a web-based eInvoicing tool for SMEs, enabling seamless, interoperable, and compliant eInvoice exchange with public authorities across Europe.
eDelivery for FinTech
We supported the development of an eDelivery component into an existing Fintech solution to integrate payment and financing.
Multi-Stakeholder Expert Group on e-Procurement (EXEP)
We supported the activities of EXEP on behalf of the European Commission. We advised on and promoted the implementation of eProcurement within the EU.
eProcurement for the European Commission
We provided policy, regulatory, and standardization advisory services to the European Commission. We focused on the introduction of the eForms, and supported the roll-out of the ESPD.
Promote uptake of eInvoicing in Ireland
We supported the on-boarding activities of the eInvoicing system for the Department of Education and Skills (DES) in Ireland.
eIGOR - eInvoicing GO Regional
We assisted the Italian government in enabling the national eInvoicing system to exchange eInvoices in compliance with the European standard.
eProcurement Scan4Safety - NHS England
We managed the implementation of PEPPOL messages and network for the National Health Service in England and established the Peppol Authority.
A New Era Begins: Celeris
This is the day our company transitioned into Celeris, marking a new chapter for us.
eSENS Large Scale Pilot project
e-SENS (“Electronic Simple European Networked Services” ) was a new Large Scale Pilot project to develop an infrastructure for interoperable public services in Europe. We focused on governance design and sustainability models of the digital building blocks developed by the EU Large Scale Pilot projects: PEPPOL, STORK, SPOCS, epSOS and e-Codex.
CEN Workshop on Business Interoperability Interfaces (BII) for Public Procurement in Europe - Phase 3
We were responsible for capacity building activities of CEN BII (launched in 2007) to foster the adoption of the eProcurement technical specifications, which represent the foundation of the Peppol specifications.
PEPPOL - from a large scale pilot to OpenPeppol Association
We actively onboarded Member States as national PEPPOL Authorities, ensuring broad adoption and establishing a foundation for cross-border interoperability. Following the successful conclusion of the pilot project, we continued to lead the strategic engagement and spearheaded the broader business development initiatives for the PEPPOL network.
